pull the curtains and consider yourself lucky for not having the electric bill and that the neighbor was willing to do this to protect the neighborhood from vandals

Laws concerning neighbors vary widely from city to city. To know if this issue is addressed, you’ll need to contact your municipality.
The fact that a neighbor’s security light can be seen from your window and is annoying is probably all right. Put up a shade to deal with it. There might be a harassment or nuisance issue if you can show that a neighbor has positioned a security light DIRECTLY into your window for the sole purpose of annoying you.

In the United States laws like this would be determined by your local city or county government and will vary from place to place. In some places there may even be deed restrictions that are enforced by your local neighborhood association. There is no nationwide law and unless there is a very specific rule in your area then there is probably not much you can do about it.
